Two years ago, the world was shocked by the collapse of Champlain Towers South in Surfside, Fla. While we will always mourn the 98 lives lost in the tragedy and an investigation continues into the cause of the collapse, community association board members, managers, and business partners have a duty to ensure their buildings are physically safe and financially sound. These goals can be achieved by integrating a fully funded reserve study with a maintenance plan and program. J. David Rauch is the founder and chief executive officer of ProTec Building Services, a general contractor maintaining over 1,500 communities throughout Southern California and Nevada. Dave has written thousands of preventive maintenance manuals for developers and communities around the country. Dave served on CAI task forces focused on building maintenance and structural integrity and reserve study and funding after the Champlain Towers South collapse; the task forces helped develop CAI’s Condominium Safety Public Policy Report. He subsequently helped author Best Practices: Community Association Maintenance, a new report from the Foundation for Community Association Research.
